When is paint too bad to buff?

Default When is paint too bad to buff?

I just bought a pc a couple of weeks ago. Probably within the next 2 weeks ,when I get paid, I plain on giving my stang a full detail. The thing is, there are some spots where the clear coat is starting to bubble up, mostly on the creases between the panels. Should I get this fixed first? If so, how do I go about fixing this problem (i don't have money to take it to a shop)? If so, would clay barring it also be out of the question? My paint isn't a complete lose yet and I would like to tackle this before it progresses to the point where I HAVE to get it repainted.
