Could you be more specific as to what you're buffing exactly?

If it's very light swirls, you can possibly do it by hand. Anything more than that, you won't get good results without using a random orbital.

Well the paint is recently new and the bumper never got buffed, its just kind rough, what would it cost to take the bumper somewhere to get done?

if it feels rough, I would do a wash with good quality car soap, dry and then use a claybar.

But, if its the paint that's not smooth(instead of deposits) the claybar won't help and it will have to be buffed with an powered buffer. I'd take it to the local body shop and get some expert opinion on what needs done. I'm sure they'd be happy to help ya out.

Factory paint? Clear-coated or single layer paint?

If it's clear-coated, I would clay it first. Then possibly try some Meguiar's Scratch-X. If that doesn't help, you would be best to borrow or invest in a PC 7424 or something similar.

If it's single stage paint, a polishing compound may be all you need. It's hard to say though, without actually seeing the car.

If it's of the cheap Wal-Mart variety, all it's really good for is applying a coat of wax. It won't be strong enough to really buff anything.
