Peeling Clear Coat

Default Peeling Clear Coat

This questions is regarding a 1994 Toyota 2wd pickup I am probably going to buy from a good friend of mine for a commuter truck for Oregon's harsh rainy winter. It's kind of a blue green color and the clear coat is sort of chipping off in a couple different areas. The truck was in AZ for many years I guess so it probably just got baked off.

Is there anything I can do to help this? Like could I have my body shop guy wet sand the spots and re clear or something? Could I clay bar and PC the hell out of it to help cover it up?

Lol, this is a commuter car and I am wanting it to look perfect! Don't have pics but any help appreciated.
