Default Compound/Polish; how aggressive?

I will be ordering one of the Porter cable packages that Juztang offers but I'm not sure exactly what I need.
I clay and wax the car maybe twice a year, nothing more. The paint/clear coat look pretty good,no deep scratches or anything, but there are quite a few acid rain spots that refuse to go away. I'm just wondering what I should go with as far as a polish or compound and how aggressive. The car has never been polished or anything like that since I've owned it in 3 years. I will be ordering from obsessive detail so any suggestions from the site would be great. I know it's hard to really say what I need as you haven't seen the car in person but just an idea would be great.
I did use the search, just nothing came up for my specific situation.

Also, the front bumper is covered in bugs/road grime that doesn't come off even with clay bar.

It is hard to say if the waterspots are going to come out. If you are getting the Porter Cable kit, I would get the Meguiars M105 &205 combo to go with it. These polishes are the best out right now in my opinion. M105 will take out pretty heavy defects. Some waterspots will come out with polishing, but really bad ones will need wetsanded, I would only do that as your last resort.

If the bugs on your front bumper don't come off even after you have clayed, they sound like they are etched into the paint, once this happens the only way to fix this is to repaint the front bumper.

Few more questions, the package that comes with the Porter Cable and Meguiars includes the the backing plate and three pads right?
Are the pads one time use only?

Yes, the PC/Megs kit comes with Megs 105, Megs 205, backing plate, and the three different pads.

The pads can be washed out and used again, they will last you for quite a while. I always recommend getting an extra pad or two of each color. Once they get gummed up with polish they will need washed out and they take a long time to dry out completely, so it is always best to have extra pads.

You can wash the pads by hand with Dawn dish soap and let them air dry or they can be washed in the washing machine and put in the dryer. They will last longer cleaning them by hand though.
