I have the CDC chin spoiler, last winter it got all screwed up while driving into a parking lot in heavy snow. I hit the lip of the parking lot, spoiler flexed down and all the paint cracked, and in one area a vertical strip of paint came off

The spoiler is fine physically, just needs to be repainted. The spot with the missing paint shows black underneath.

I'm assuming I need to sand the whole thing down to the plastic, but I'm not sure what color the plastic is so I know when to stop sanding, I guess black?

next would be to prime it, I'm not sure how to do that though, I know there are spray guns at home depot that can hook up to my air compressor, do I just buy a bucket of primer off the net somewhere and spray a coat on?

Then I have to get the right color paint, is that the same process, use the spray gun and do a nice even coat?

last step would be the clear coat..?

If anyone can let me know if my thoughts are right, and/or any improvements, I'd appreciate it

Sounds like you really don't know how to do it. Your best bet would be to take it to a body shop and let them do it. You'll probably come out cheaper in the long run and it will look alot better.
