headers or catted h pipe
Better sound and performance than what? Depending on your year, most Stangs have factory short tube headers and an H pipe with cats. Long tube headers will most likely give you better performance. An H pipe with Cats may not give you added performance nor better sound. An H pipe without cats will give you a really aggressive sound and will flow better because of the elimination of the cats. Of course that is illegal for street use in most areas.

If you have to choose between either or...I would upgrade the h-pipe and cats...

You may upgrade the headers, which themself will flow better but the gasses won't be passing your stockcats and h-pipe any quicker...

Change the H-pipe, because you'll benefit more fromremoving the factory one. I'd also change the headers eventually if I were you, but not before doing the mid-pipe, & cat-back, cuzwhat DAN02GT said is true.
