Default Rusty Rotors and Such - Help Needed

Is there some way to clean the rust off of the rotor and the area between it and the tires themselves without removing the tires? I do not have access to the equipment necessary to remove the tires, but it's looking pretty bad and I want to get it cleaned up, as I plan on trading her in soon.

Thanks for any help.

I did not see an "edit' option, so I'll post the image here:

remove the rotor and sand down the rusty part of the rotor with some emery paper. Wipe the rotor off then tape the parts off that are not rusty. Then coat the rusty part with some of this stuff http://www.permatex.com/products/aut..._Treatment.htm then spray paint with hi temp of the color of your liking.

I'm looking for a more temporary solution - I'm happy enoughto just remove the rust rather than protect it from future recurrences. My main intention is to get the car lookin' good in the short run, and prepped for trade-in in near future. I was hoping for tips that did not involve removing the tire, but thanks :P
