Funky Hood Insulation

Default Funky Hood Insulation

So the hood insulation on my 2014 has gotten kind of funky where water (and I assume) soap has flowed in from the hood vents. Its kind of a crusty looking white and brown. What's the best way to clean this up. My engine bay actually looks better than new except for this, and I think the crusty funkiness contributed to me not being awarded in the last car show I had the car in.

Please, if you can, keep solutions to what I can use/do at home. I don't have access to a pressure washer, and I would like to keep any product use to what I can buy at a local store.

How about flat black rattle can? I'm joking of course. But I'm curious about a fix too.

Before I flat out ripped mine out on my TBSS, and for my customer cars, I simply wet it, shoot it down with SCG Pro APC, and scrub it with a medium bristled brush. Straight lines from top to bottom. Then I rinse it. NEXT PART IS KEY:

Air dry the snot out of it. Again, start at the top and work your way downward. Should come out better and make take a couple times depending on how dirty it is.

So I removed it from the car, used just plain water to wash all of the crusty stuff off, and then hit it with a light coat of black spray paint to just hide the light staining that was left.
