This is a great and cheap method to make your older and foggy headlights look like new. It just takes a little time and effort. Check it out:

Looks very similar. Either way it beats spending the money to replace them.

I just used the Meguiar's Plastx Clear Plastic Cleaner & Polish It looks 100 times better. Its not new looking but Its better took about 20 min for one light.
