Yes it does. And make sure both ends of the cable are touching clean unpainted metal. Also make sure your ground cable from the battery is clean and is connected to an unpainted part of the engine block.
I get the feeling you have more issues than this though.
Does it not turn over?
Does it turn over but not start?
What is the whole story behind your question?

Yea there is a not connected wire i eye is broken off I'm going to replace it , the cables to the starter was rusty took off then sanded them off o think i'll replace to + side cable.
The starter on the finder well went chicking the starter clicked once the - post cable is in the engine mount bolt to the block it was cleaned to. if i can get it to tune over i sure to crank.
What is the gap on the points for the 200 cu. in. do you know ?

0.019"-0.021" will get you close enough to run, but to really tweek it, use a dwell meter, and set between 39 and 40 degrees.
The ground strap between the engine and the body will not keep it from cranking. You are on the right track to replace those old cables though. Also, I'd suggest making sure the engine will turn over by hand. Just to make sure it's not mechanically locked up.
Good luck,
Scott

I agree. I need it myself sometimes. I find myself cutting and pasting into word if I think it is that bad. BTW Dwell is not set with a light it is set with a meter. When you adjust dwell you are adjusting point gap. If you are using a light you are adjusting the timing.
