When I bought my mustang, the previous owner kept the old air cleaner with a snorkel. It's a big blue cleaner with a snorkel on the end of it, and then this peice that I have no Idea what it does. It seems to go inside the bottom of the snorkel and take the air from somewhere else.
Thats the heat shroud. I have one for mine, but the bolt that holds it on the manifold is broke off inside. It was like that when i got it. KEEP it because it is a $70 part. But it connecys to the air cleaner and bolts up to the passenger side exhaust manifold. Hope this helps.
That is to add hot air from your manifold to your carburetor to activate your automatic choke mechanism. The hotter your manifold gets, the more your choke mechanism will open.
If you want the automatic choke to open at factory specs you need it. Yes, your choke will open from surrounding warm air sources, but not as efficiently as with this guy.
You are correct as it has little to do with the choke. To operate the choke most old Fords have a 5/16" choke "stove" connection tube that goes to the exhaust manifold and/or one of the heater hoses in a bracket next to the choke coil. The main purpose of the heated air pipe was to help prevent carburetor icing and to get the motor up to operating temperature quickly.
