noob question about PMs

so I just got my mustang today and signed up here at the site and I just noticed I can't send PMs is there something I'm missing or is it just because my account is new?

for certain permissions, there is a minimum post count and time since sign up (50 post/1 month), before 'everything' is accessible.

i can't remember 100%, but PMs might be accessible after 20 or 25 posts
