I'm no computer wizard but I'll tell you how I do it.
First open the picture and then down at the bottom is an Icon that says "closes program and then opens for editing" when you put your mouse over it.
Then on the top of the next screen is the word " images". Click on that and the click on stretch/skew. If you select less than 100% the pic gets smaller, over 100% makes it bigger.

you can also do the same in paint Edit/Shetch/Squew then put in a number for horizontial and vertical. it works by percentages. higher then 100 it expands and lower then 100 it makes it smaller.
