Default Hesitating While I Accelerate. Please Help!

Hey Guys , I currently drive a 2007 Ford Mustang GT 5 Speed, when I step on the gas pedal I notice the car does this type of hesitation and won't accelerate unless I ease my foot on the pedal and not press it so hard. This problem has been bothering me for a while. I did just get the fuel filter changed but still am experiencing the same issues as I left the shop. It happens really bad when I'm cruising at low rpms and try to floor it to pick up speed quick it hesitates really bad and doesn't really pick up speed until I let go and ease my foot on the pedal instead , even when I downshift (for example) when I downshift from 3rd to 2nd at 30-40 mph my rpms are pretty high and when I floor it really hard as if I'm trying to race somebody it will still hesitate. All manuals cars I've been in have never had this problem but , I'm able to stomp on the gas pedal at low rpms and just pick up speed eventually but in my car it doesn't work that way. Any advice what it can be ? Spark Plugs? Does anything have to be drained? Please help
