Water wetter is a product that comes in like a 12-16 oz bottle, and when added to your radiator, will help your engine run cooler by like 10-20%.

And it does work. I had a brand new snowmobile that had overheating problems, and the dealers were scratching their heads wondering how to fix it. Finally a friend asked another dealer, and was told about the water wetter product. We put some in my snowmobile, and voila!, no more overheating problems!! It was like the product blew the overheating light bulb, cuz it hasn't come on since

Water Wetter is a great product, and anybody who uses it will recommend it. The only drawback is that it costs money...

It doesn't matter what the weather is. What matters is if you have an overheating problem. I had one with my snowmobile--in 10 degree cold weather. The coolant system was made a little too small from the factory, but with water wetter, the problem went away.

As for the ratio, I don't recall. But the bottle comes with directions

Or if you don't have to worry about freezing conditions, you can try the cheap way with some anti-rust solvents and pure water.

That's all I did in my Iroc-z and I acheived the same temps that I did with Water Wetter..

Water Wetter is great stuff, just add it right to your coolant. Also if you run straight water it acts as anti corrosive and lubricates the water pump bearings. Water Wetter is cheap ($7.95) and it stays in the cooling system until you change the coolant.
