Default blowing fuese

I've got a 71 with a 302 and was wonding what you guys think this could be.
Im guessing its the voltage regulator... ((something im having a little bit of a hard time finding )) this is the problem.
The fuel guage reads full even when the tank is empty. I just had the fuel system replaced... well basicly so I know its not the sending unit. It is also blowing the horn and dash guage fuses like nothing I've seen before. Im a noob at fixing cars and was hoping that I could get a little help.
Thanks in advance

Does the fuse blow as soon as you put a new one in or does it take some time.
Who replaced the fuel system? If it was a shop take it back to them.
Is this a new problem since this work was done?

I've had this problem for a long time long before I took the car into the shop and the gas guage was reading funny before the system was replaced.
It blows them over time I cant remember just how long but its no more then a few weeks at best. The car had been sitting here for 5 years with gas in the tank so I can't really remember all of the problems it had I'm re-finding them all and a few new ones.
oh and it wasnt my car while it was sitting
