Default Electrical problem. Please help

I have a 99 GT stang drop top and for some reason whenever i start the car the gauges go to their highest position then back to lowest then to what the car is doing..(almost like the system is resetting, but trip milage andthe radio dont reset)no clue what is going on. short somewhere? i also have problems with the radio getting interference from the car through the speakers (constant buzzing follows the engine rpm's, popping/high pitch whining when any electronics are turned on, ie: brakes, wipers, a/c, heat ect). i have tried to figure out what it is and dont see any severed wires dealing with the sound system.

You may want to check your fuses.

I'm having a recurring problem with my '99 where fuse # 5 blows - when this happens, the whole cluster takes 10 seconds to start up after you start the car. When the fuse is good, it starts right up.
So you might want to see if one of the cluster fuses is popped, thereby making the current reroute a bit and cause the weirdness. They're #5, 21, and I think 34, but I'd check the manual to be sure.

As for the other one, I'll be watching the other replies, because this happens to me every once in a while too...
