'99 AC Problems

I have a 1999 GT that the AC does not work and the fan will only blow on high. I tried a new switch but the fan still doesn't work on low and medium. AC clutch does not cycle at all. Any ideas?

The blower resistor is probably shot. As for the compressor not kicking on, it may be low on refrigerant. Check your fuses as well. Resistor circled in pic.
