my car ran 9.38 in the 1/8 mile what would that equal in the quater mile?

well how fast were you going when you hid the 1/8th?
if you can figure how long it took to get to the speed you go to at the 1/8th you can get an educated guess at how fast you would be going when you get to 1/4 mile. there is no specific formula because every car exelerates differently
