Default Fan Speed control on dash is faulty!!

Im not sure what could be wrong. My AC/Fan/Heater speed control switchwill only work on the highest speed.I get nothing on the 1st, 2nd and 3rd setting.I purchased a new control panel but Im still having the same problem. I didnt think it could have been the blower motor because it was working at the highest speed setting!! Is there a way to test if the actual blower is bad or check any fuses that control the lower speeds
Any input is much appreciated

IF YOU CHANGED THE HEAD UNIT AND IT IS STILL MESSING UP...I'D TRY CHANGING THE BLOWER MOTOR RESISTOR...ON MOST CARS IT IS ON THE PASSENGER SIDE UNDER THE DASH...USUALLY HAS A 7 OR 8 ROW PLUG AND 2 BOLTS HOLING IT ON

Yep, that sounds like a bad resistor.

Are they expensive to replace?

The one for my `98 was only about 20 bucks and it only took about 10 minutes to change. It was located under the dash just in front of the glove box in the heater duct. and like 89 Fox said, one plug-in and two bolts.
