I cannot find anything in the 2005 NHRA rulebook about fuel cells where they say they must contain any foam on the inside. Why not contact the local NHRA tech official at the track you race at and see what he has to say about this before you return the cell you already have. or try going to www.nhra.com and contacting one of the tech officials listed there first. I know my racing buddy with his 8.0 sec altered does not have any foam in the two different metal tanks he uses for gas and methanol and he has had the chassis pass the biannual inspection and certification with no problems in the past, so I would get some more opinions first.
