Default Chrome rims

I bought a gt in august of last year. Among other upgrades, I added 18in Saleen rims. Unfortunately I lived in Rhode Island over the winter, and with the salt and other new england junk, the rims are a mess. There are small amounts of rust forming, and the inside of them is far from pretty. Any tips or suggestions for the cleaning of them? Should I take them off the car to clean? What is the best cleanser? What is the best rag or scrubber to use? I would appreciate any help I can get. It would be a shame to have wasted my money for a winter of hot rims.

I've heard Mother's polish is pretty good with rust, never tried it though. It would be easier to take them off the car

But yea this is why I have Bullitt's on mine I live in FL so the salt water isn't easy on chrome. Well, any metal for that matter.
