The '99 Cougar would have the Duratec...something that isn't used in Mustangs, or any other RWD chassis that I know of. Look for the RWD Cougar/T-bird for the 3.8L six. A stock 5.0L from many of the Ford cars of the late 80's early 90's would alse be a bolt in without a significant amount of power, but a lot of reliability and decent mileage. Another option would be to upgrade to the 4.6L Modular V-8 as it will offer decent performance, but a lot better gas mileage than the 5.0L and rivaling the 3.8L as well.
