Default AC sometimes

Hi there.

New to Mustangs and to this forum. Just got a 1996 GT in partial trade for 96 Fbody. I did not have a lot of backround on the car but I can see it has CAI, long tubes, and the remains of a vortech kit. The car does not throw any codes, but some days I turn on the air and the idle jumps a couple hundred RPM then levels off and the air is cold with the engine at a slightly high idle. However other times (most times) I turn on the air, the idle begins to rise and fall with the air never getting cold. Happens on both Mac and regular. Any ideas? places to start?

At times when it's not getting cold, is the compressor clutch engaging?

Sounds like it's low on freon. If the a/c clutch is short cycling (on and off) , that would explain the rise and fall of the idle.
