Default Rust

My rotor was torn up and rust is now covering my rim. It is just surface rust but how do I get it off without scratching the rim now that it has hardened? Thanks

go toa parts storeand get a rim cleaner and a sponge.

I would use navel jelly followed by
a brass rotary brush.
If it is chrome rim, it is probably shot.
