I had an 05 with a white stripe. It was vinyl. And yes, it can be removed. Go slowly and use a heat gun or hair dryer if necessary.

check with an auto body supply store in your area. i think they make a wheel you can put on your cordless drill that will remove it without damaging the paint. is is clearcoated over?
