Default Electrical problem. Headlights surge. Blown!

Headlights surge, tach. dropped and amp meter nailed to the positive side.

Frequently the amp meter jumps up to the positive and the lights surge, I found a loose battery conection and tightened it, I restarted my car the lights surged brighter than the times before and flickered and blew! What is going on with my car, dose anyone have any ideas?

Loose engine ground? Loose main ground? Your description isnt really helping me out much sorry

Could it be the voltage regulator causeing it to spike? When ever it revs up the amp meter nails to the positive side and the battery indicator lights up. Also causes the radio to cut on and off.
