ya u should be able to the way powder coating works is through electrolysis so the paint is charged and attreacted to the metal like a magnet so the surface material shouldnt matter and if it does give it a sandjob and primer

I don't know how well powdercoat would stick to chrome since the surface would be very slick and non porous.Powdercoat more or less bonds mechanically instead of chemically,kinda' like primer to bare metal instead of the paint to primer bond.

A buddy of mine jsut got his chrome saleens powdercoated black, and if the chrome is in perfect condition, then yes. But considering the cost of a black wheel as to a chrome wheel, you'd come out ahead ordering a new set in black and selling the chromes, probably break even
