I think fuel injection was first used on the mustang in 86.

Well I have gotten as low as 8mpg but that was right after putting on my supercharger so I was having fun with her. I would guess 14 or so on mine in the city but its not anywhere near stock. I think a stock one that is driven easy could get 18 or more.

i would get a 89-92 model bc it will be mass air equiped and is better for mods and to answer your question about fuel injection the fiest year for EFI was 86

i am not planning on doing a whole lot of mods to the car, so would getting an 88 wouldn't hurt me too bad would it if i can't find a 89-92.

You say that now but not many people stick to "just a few mods". The good thing is if you do get an 88 you could allways get a MAF later. Just find the mustang you like and get it. All of them can be made as fast as you would ever want.
