Default Shocks & Struts

My 2002 V6 Vert has 87K miles, should I replace the shocks and struts. Normal driving, never driven hard, but the tires have worn badly and bounce.

If so, what about these:

are you lowered?

if so, then i would replace them.

Yes, I lowered the front only. So I guess shock and strut change is now required. What about the quality of these I found on eBay?
