easily, since the car only has to pass safety

 

they check emissions in nj, my brothers lincoln couldnt pass and that was a 1993

 

Go to private inspection ::cough, cough:: or just jet your carb leaner when you go to inspection there is no hardcore "visual" aspect to the inspection.

Just don't go too lean or you will have crazy NOx and a hurting motor. Also get some nice cats, like random techs.
