Default Headlamp problems for 2003 mustang

The headlights on my car stay on whenever the car is on. It doesn't matter in what position the light switch is placed, the headlights always remain on until I turn the car off. I checked the fuses but they are all functional. Someone PLEASE HELP!!!!!!!!!!!!!!!!!!!!!!!! I have no clue on how to correct this problem.

Is it a Canadian car? That's the way all cars in Canada work.. daytime running lights.

Do the lights turn off if you pull on the parking brake?

i've checked all the fuses, and they are all in good condition. I think i'm going to have to take it into a shop for them to run a diagnostic test on the electrical.
