vortech belt slipping

Default vortech belt slipping

hey guys i know we had this topic come up a lot. I finally got my blower off, took the belt of tried to put a smaller belt on but didnt fit. I feel like i had too much slack in the old belt. Anyways looking at the bracket Im trying to figure out what bolt should i shim. there are two "top" ones and two lower ones. Anyways which one should I shim? what most people do?

the tensioner seems pretty solid though you think thats what it is?

it just took a lot of strength to pull it up to get the old shreaded belt of. Im running a smaller blower pulley 3.125 and thats why I have all that slack I think. Could that be a problem why Its shreding?
