Just bought a 1999 ford mustang V6 and need to get it inspected (in NYS). Presumably to pass the check engine light must come on when the key is on but the engine is off, then go off when the engine starts. Mine never comes on at all, so I wonder:

1. Could this be anything other than a burned out or missing bulb?

2. How big a pain is it to get to the bulb. Does the whole dash have to come out?
