Many 6al boxes use a pill for the rev setting. You may have one that has a ****, like the digital ones. See what the limiter is set to, and go from there.

Out of curiousity, are you revving it up in park (automatic transmission)?

Hmmmm.... 1987. I'm not completely sure of the Mustang with that year, but I have had other vehicles that the factory will limit revving in park. Will the engine rev up under load, in gear while driving? If so, you're fine. If not, then I'd start looking for some mechanically wrong. Does it misfire at all?

it will only revs to 3000 and sputters like it's a rev limiter. It ideals fine and is responsive until 3000. would timing be an issue on the cam or dizzy

The ignition timing or valve timing could both be an issue. Does it sound like it's misfiring? I would find out what the ignition timing is set at, and retard it a few degrees (if you can).

I will assume you don't have any large air restrictions (like a sock stuffed into the inlet tube). It could also be fuel related; as if it were running out of fuel.

its a hydraulic roller cam with 1.6 rollers! adjusted them in firing order. There is nothing stuffed in there. its carbed. using factory fuel pump with a holley regulator to turn down fuel pressure

going to mess with the timing a bit tomorrow. any suggestions on where I should put the mark on timing pointer? got it set a 10 degrees btdc. It doesn't misfire while idling just starts popping or stuttering about 3000. no pinging no weird noises
