Default PATS or PCM problem

so about a month ago i was having what i thought was a PATS problem. i ended up taking it to the dealer to get it repaired. they told me it was a blown fuse which they replaced. this morning i had the same symptoms as before, however all fuses are intact.

Basically whats happening is the Theft light is blinking the 1:6 PATS code. i tried both keys, and my SCT flash controller can't even read the DTCs from the OBDII port. I followed the procedure to read the DTCs off the dash and got 5284, D262, D043. I read a PDF of the ford service manual on PATS and it indicated that it may be a PCM problem and not the PATS. any feed back would be appreciated

or not. i just found a 30a maxi fuse blown by the battery junction box. however this is the second time this fuse has blown and caused this problem. any ideas on why? bad ground maybe. any ideas on where to start looking?
