Default Need help! Possible Starter or Electric Problem

I have a 2007 GT convertible. I have an issue I wanted to share with you guys to see if anyone else has had this problem. Sometimes when I start my car the dash lights or none of the gauges come on right away, after about 4 seconds or so then they come on. It doesn't do this but every now and then. Sometimes I start the car and everything comes right on the way it should. I stopped by Advance auto the other day to have my battery and alternator checked and they told my im getting low starting voltage on my starter. Could the starter be my problem because I do hear a slight squeal when it does this. The car only has 37000 miles on it. Any suggestions would be greatly appreciated. Thanks
