Default Programming new key fob

So, I only have 1 key and 1 fob and I have broken the fob recently. I got a new one for Christmas but can not for the life of me get it to program. I have done the procedure below as well as disconnecting the battery for 20 min before trying again and getting in locking and unlocking doors. Any have any advice what to try next? Edit: I can get into the programming mode where the doors lock then unlock but nothing happens when I press the button, also tested the battery and tried a different fob with no success.

To reprogram the remote entry
transmitters:
1. Ensure the vehicle is
electronically unlocked.
2. Put the key in the ignition.
3. Cycle eight times rapidly (within
10 seconds) between the 1
(OFF/LOCK) position and 3 (ON).
Note:
The eighth turn must end in
the 3 (ON) position. The doors will
lock, then unlock, to confirm that the programming mode has been
activated.
4. Within 20 seconds press any button on the remote entry transmitter.

Note:
If more than 20 seconds have passed you will need to start the
procedure over again. The doors will lock, then unlock, to confirm that
this remote entry transmitter has been programmed.
5. Repeat Step 4 to program each additional remote entry transmitter.
6. Turn the ignition to the 1 (OFF/LOCK) position after you have
finished programming all of the remote entry transmitters.
Note: After
20 seconds, you will automatically exit the programming mode. The
doors will lock, then unlock, to confirm that the programming mode has
been exited.

I have an '08, and got two FOBs from ebay, for like $7.00 and the programming worked
just fine.

1. Cycle your Stang from "off" to "on" eight times. With the final cycle landing in the “on” position.
2. You will hear the doors lock and unlock to acknowledge the Stang is program mode
3. Press any button on the first keyless entry remote
4. Repeat on second and any other remote you want to program (up to a total of four)
5. Turn the key off when you are done
6. Test newly programmed remotes

I unlocked my car, got in, closed the door, and did just those steps.

That's it, worked just fine, I have three FOBs now.

I had no problem following that procedure on my 2006 to program a new fob as well.

Now you can't program a new key, unless you have 2 working keys already. But a fob can be programmed if you only have one key.

That's the "key". You MUST have two operating keys in order to program another. If only one usable key is available, yer S.O.L. imp

I ended up, I think either unplugging the security control panel or the fuse for it before the steps originally posted actually worked , possibly the battery too.
