Default High alt tuning

I plan on adding a CAI,headers, gears in the coming months but I live at an altitude of 4000' or greater. Should my car be tuned to run richer what? Another issue I have is the fact that the best octane avail is 90. Please advise on what I should do short of moving to a more stang friendly enviorment.

take it to the dyno and let them do a custom tune to the car you will get the best hp for the octane you are going to run in the car and you want hurt any thing because it will be tuned for just you car.
