Yeah. The 2 what? If you mean a difference between the tuners, none. They're simply the hardware required to load a tune. A HP difference would be attributed to the QUALITY of the tune (whomever wrote the new tune and how aggressive it is). For example, tunes from companies like American Muscle, SCT, Diablosport, FRPP are typically mild compared to those from Brenspeed, BamaChips and VMP.
