Default Changed Brake Pads...E-brake loose...help

Changed my rear pads today....they are fine....broke them in just like I was supposed to. I didn't change anything other than that. There was no brake fluid or any fluid under the rotors. When I engage the e-brake...it is loose. It works and the car isn't moving....I pulled up on it about 20 times to reset it after I changed the pads...but...do I need to bleed the brakes out? Or is only when I am disconnecting hoses and what not? My logic would lead me to believe that this is normal because the piston in the caliper does not have to move that far...would I be correct?

And just for clarification...the e-brake does work...the car doesn't move.

Any thoughts?

It works, the car doesn't move, but it's "loose"?

define loose?

I will try that. When I pull the ebrake handle up...there is almost no tension in it. Like I said....it works...but I am worried that I screwed it up.
