Can you give a more detailed description of the noise? Like how it sounds, where it's originating, anything that makes it better or worse, and any other associated symptoms.
There's a long list of possibilities so help us to shorten it.

the best I can describe it is... if you've ever heard a tire out of round or worn out of balance. the only way to not hear it is to keep the speed under 40mph. Installed new tires , took it back to installer and they check , wheels for any movement, check wheel bearings, they said maybe 2piece drive shaft or rear differential? but not 100% sure

A worn driveshaft center bearing is a possibility and it'll typically make a low pitched, rumbling sound. Excessive play is a sure sign that it's on its way out.
Worn pinion or axleshaft bearings tend to make a whining noise that becomes higher pitched as you increase road speed.
Driveshaft noise doesn't change even if you coast in neutral, whereas pinion bearing noise usually diminishes.

Whump......Whump......Whump sound is normally a bad axle bearing surface in 8.8" Ford rears.......new axle(s), bearings and seals should fix it!!

Thank you gentlemen, what estimated cost of repair? Is it possible to purchase a ESP to cover the cost? what is a good ESP package to buy...reasonable priced? I'm retired and partially disabled.

Hey Robert......in the 2003 and some 2004 Marauders and CV's the problem with soft axle bearing surfaces was so bad Ford actually sold a complete "kit" for the 8.8's!! Normally the right side goes out first!!
You can also relocate the bearings further inboard so they run on a new (unworn) axle surface......some do that but I just replaced everything.
Not sure of the cost of parts today but I did my 2004 Marauder for about $400.
Good Luck!!
