This footage has been debated in various other forums, and it turns out that the targets are rockchucks, not people.

its the same thing just shown 4-5 times at diffrent angles

I completely disagree, I think the first shot is rock chunk, the one where a guy loses his arm is definitely not rock chunk, and on the last one you can see movement right before they shoot.
