Learning manual is easy. I only had $500 for my first car, and only one I liked in that price range was a manual (95 Grand Am GT, 1 of 2 manual ones I've ever seen) I'd never driven a manual before and just knowing the basics of it I drove it the 20 miles home, and by the second or third week owning it was so much a second nature that I had trouble going back to an automatic when it broke down.
So in short, you'll do fine.

I don't own a Mustang yet actually, but from my friends that I've driven yes the clutch is a little stiffer than most cars. It's nothing compared to European cars I've driven. For insurance, it's really a case by case basis. I've had my license for 4 years, no accidents, and all tickets thrown out, and a 2003 Mustang GT would cost me $1800 a year to insure. But again it varies, based on such things as your driving record, the town/city you live in, the value and risk of the car and the cost to repair.
