Default 289ci. problems

I have been helping my neighbor, he has a 67 289ci, high energy ignition and #7 cylinder is not firing. We have change the cap, wire's, plug, compression is good, timing good, spark good, valve springs, push rods, all check out good, open intake valve and blow air in and it come out the carb. Pull the wire off and there is no reaction, all other react, checked for firing order or crossed wire, all ok. Any help would be appreciated. Have a good one.
