can't pass smog

hey guys, I have a 2007 Shelby GTH in California, went to 3 smog stations, 2 refused and the other cost $40 for the the failed test.
problem read oxygen sensor heater"NOT READY OBDII, oxygen sensor" NOT READY".OBDII.....what does this mean?
The tech told me that if I replaced a dead battery, which I did. that wipes out the computer program. is this true?

so now he says I have to drive around until the computer is able to reload
the codes again and get itself realigned? how long do I have to do this if it
is true? and how will I know? if anyone knows about this stuff, can you help
me to resolve this frustrating issue so I can drive my car....thanks.

bought the car in 2011, pass smog in 2013, everything is the same, no mods..is CARB stricter NOW THAN A COUPLE OF YEARS AGO?

are the sensors original? If so you may have to replace them

Or you may just have bad 02 sensors, not that bad of a job to replace, and the computer should relearn everything about your motor within a 20-30 min. drive.

Of course pull your own codes to verify if sensors are bad before replacing.
