What exactly is your issue? TPMS light on?

Yeah. I got new wheels and tires last week and my light is on. The guy that I bought them off of said they don't have sensors in them. But I'm not sure he knows what he is talking about. So. I have the manual to "relearn" the sensors. But it says I need a tool also.

Some aftermarket TMPS sensors will come with the tool need to re-program for use with your mustang. The only sensors that self reconize are ford racing, or that from a factory mustang.
Possibly your local tire store could help you out, but they may need to dismount one tire to verify brand, or if there installed at all.

American Muscle sells a bracket that is cheaper I believe. Universal fit for upto 22 inch wheels.

Thinking about it, the cheapest way would be to have your tuner turn the sensor off.

Do you know for sure that you have TPMS sensors in your rims? If not here is some parts info that will help.
NAPA numbers
echlin #921179 kit per wheel=list price 120.27
balkamp#923301 kit per wheel=list price 68.44
echlin #920145 is stem service stem only=list price 6.91
Your nearest NAPA store is near you @ distribution center on Dublin-Grandville Road (161). course they will not charge you list price, I'm only showing you the max cost it would be for your reference. These parts are in stock in Columbus.
NOW if you do have the sensors in your rims, they will be able to tell you has the shrader tool near you that can calibrate them.
