Default Is this surface rust or beyond?

Hey guys just checking in on something before I make the wrong decision that will bite me in the ***.... Is this surface rust? Since I'm selling my car I just wanted to work out the few imperfections. If it is just surface rust should I just sand it down, Primer, and paint it?

It looks like surface , but try to poke a screwdriver , ice pick or pocket knife through it. If you can put a hole in it then it is deeper than surface.

If this is the car you're selling, have you considered just selling it as is? If the buyer doesn't have an issue with the as/is purchase price, you don't even need to address this.
Regardless of if it is surface or not, if you repair it, you're spending money that you may not be able to recoup ???? Personally, I wouldn't fix it unless I were keeping it. just my 2cents.
btw, how old is this car? If it's a fox, it's probably old enough to have rusted all the way through.

Its a 2000! Turns out it was just surface rust! I cleaned it up and just went over it with touch up paint... Looks a lot better! Im just gonna keep it as is.
