step headers is where they step the diameter of the header pipe im not sure if it is bigger to smaller or oposite but they are proven to make more torgue than regular long tube headers but that is all they do is decrease the size of the primary pipes a little before the collecter

stepped headers start out smaller, like 1-5/8", and go about a foot or so and then the diameter increases to 1-3/4" down to the collector. they give the benefit of small size for low end torque and bigger outlet size for better top end HP.

cost is probably one reason and the other is some people are just fascinated with long tube headers but they are a pain to install IMO and can reduce the ground clearance also.

People keep saying that shorties only add about 2-3 hp, is this possible?

that's not true at all. I went from running 15.20's to 14.90's after installing my shorties and that took more than any 2-3 HP to do I'll guarantee you that. I would say more like 15-20 HP is closer to the truth.
