Default Boost problem

I posted this in the 5.0 section a few weeks ago b4 I knew there was a boost section so I hope you guys can help. I have a 14lb procharger and at sea level it would never get 14psi but 11-12ish. Kinda hard to watch the guage at full boost to see. Now I live at about 7,000ft and Im only getting 4-5lbs. I have checked the belt and for leaks and everything seams fine. Does anyone no how much boost should be lost this high? I was expecting some loss but not this much. Now Im wanting to get an AFM PP but I dont want to spend any money to cover up the problem until I find out if this is a normal loss. I also have a question about the power pipes. They have one for my car with AC and one without. My car has AC right now but I will be getting rid of it sometime. Just curious in the diff of the pipe itself.

car specs
93GT
lightly ported TWS TW
edelbrock intake
70mm TB
73mm MAF
full exhaust
and all the other little things 6al yada yada

Thanks for any help guys
